NATIONAL COUNCIL RECOMMENDS SOME PREVILIGES FOR MEDARAS & OTHER NOMADIC TRIBES
The National Advisory Council (Government of India), chaired by Smt. Sonia Gandhi, after deliberations, approved the recommendations of the Working Group on Medaris and other Denotified Nomadic Tribes on Friday 20th April, 2012 at New Delhi. The National Advisory Council Members Dr. Narendra Jadhav, Ms. Anu Aga, Ms Aruna Roy, Dr. N. C. Saxena, Ms. Mirai Chatterjee, Ms. Farah Naqvi, Shri Harsh Mander, Shri Deep Joshi, Prof. Pramod Tandon and Dr A.K. Shiva Kumar were attended this Twentieth meeting.
Dr. Narendra Jadhav, Convenor of the Working Group on Denotified, Nomadic and Semi-Nomadic Tribes (DNTs) presented the recommendations of the Working Group on six broad categories, such as, 1.Administrative Actions, 2.De-criminalization of DNTs, 3.Legislative Actions, 4.Policy Inputs, 5.Program Strengthening and Targeting, 6.Institutional arrangements.
The Working Group on DNTs (NAC) made the some recommendations for enlightenment of these tribes & castes. 1) Enumeration and classification of DNTs is a first step towards identification of persons belonging to DNT communities. Therefore, DNTs should be given special focus in the Socio Economic Caste Census currently underway as well as priority in the issuing of UID cards. 2) A national campaign to inform the DNT communities about their rights as SC/ST/OBC and to inform the public that violence/discrimination against these communities and violations of their human rights is punishable under law. 3) Review the implementation of some of the existing Legislations, so as to provide safeguards for DNTs from harassment by the officials, and to ensure that the safety, livelihoods and nomadic life style of DNT communities are protected. 4) An Umbrella Scheme for Socio-economic Empowerment of DNTs with a special focus on those DNTs who are classified as OBCs and those who are not classified as SC/ST. For those DNTs classified as Scheduled Castes/Scheduled Tribes, a proportion to be earmarked in SCSP/TSP commensurate with their share in SC/ST population respectively; 5) A set of new programmes under the overall umbrella Scheme to be designed and implemented for DNTs, especially in respect of education, housing, livelihood and skill education as well as Community Organization and leadership building with special focus on women empowerment. 6) An Integrated Infrasructural Development Programme to provide basic amenities such as road, school, electricity, drinking water, community centres, etc. in the existing settlements of DNTs. 7) As part of strengthening the institutional arrangements, an Empowered Inter-Ministerial Task Force (STF) for DNTs to be set up and chaired by the Union Home Minister.
Some important Observations:
1.Medaris, Gangireddula, Mandula, Jogi, Katikapala, Jalari, Voddari, etc of AP comes under Denotified Nomadic Tribes. So, whatever the NAC recommends on DNTs, those will also applicable to these Communities.
2.NAC Working group did not recommended for special reservations in the line of SC/STs.
3.However, DNTs should negotiate with the Union/State governments for special reservations like SC/STs.

Hyderabad: To discuss about the draft recommendations on Denotified Nomadic and Semi Nomadic tribes, prepared by National Advisory Council (NAC), Denotified Nomadic Tribes Welfare Association, Andhra Pradesh on Monday 31.10.2011 conducted a round table meet here in the city.
The speakers at the round table meet appealed to the Union Government to provide 10 per cent separate reservations to DNTs in education, employment and politics. As this draft recommendations was placed in public domain on 18th Oct 2011 for suggestions and comments, we organised this round table meet,” said, Deekonda Narsinga Rao, President, DNT Welfare Association, AP. Also, separating DNTs from OBC, BC lists and creating one separate Schedule as “Scheduled Denotified Nomadic Tribes” in the Constitution would be very useful, they added.
Various personalities urged the Government for separate DNT Ministries (portfolios) in Centre and States as well as political reservations for DNTs in MLA and MP constituencies. Providing political reservations in all local body elections like blocks, talukas, panchayats, mandal parishads, zilla parishads, municipalities and other local bodies would also benefit immensely, many observed.
The round table also appealed the Government of India to appoint a “National Commission for DNTs” on permanent basis by an amendment to the Constitution, similar to the National Commission for SCs and STs. Appointing State level DNT Commission to identify the DNT communities in every state to study the problems and grievances was very necessary, speakers felt.
All the aforesaid suggestions were drafted into a memorandum, which was faxed to Congress High Command Mrs. Sonia Gandhi, Chairman, National Advisory Council, Manmohan Singh, Prime Minister, P Chidambaram, Home Minister, Mukul Wasnik, Minister for Social Justice and Empowerment, Prof. Narendra Jadav, Member, National Advisory Council, and Convener, NAC Working Group on DNTs.

Denotified nomadic tribes one day dharna for their rights, reservations for survival and dignity has been successful, with representatives from Andhrapradesh, Karnataka, Maharashtra, Haryana, Uttara Pradesh, Madhya Pradesh, Gujarat, Rajashtan, Delhi, etc..
The Dharna, also received a good news with Shri. Oscar Fernandes, Member of Parliament (Rajyasabha), that he will definitely negotiate with the leadership of UPA government for positive conclusions. Shri. Oscar Fernandes called on the union government to accept the report of the "National Commission for Denotified Nomadic Seminomadic Tribes", and he said "the commission has done an excellent, objective and comprehensive job." He expressed his strong support for the cause of the DNTs rights and reservations and their struggle for a just and effective DNTs Bill immediately.
Shri. Haribhau Rathod, Ex Member of Parliament (Loksabha) and Ex Member of National Commission for DNTs specifically reiterated four of the key recommendations of the "National Commission for Denotified Nomadic Semi-nomadic Tribes" and strongly demanded that union government should immediately take necessary action to implement the commissions' recommendations. He demanded that, government should give special reservations to DNTs as like SCs/STs, and demanded to appoint a permanent commission on DNTs. He said that delay in implementation of Commissions' recommendations is very injustice.
Shri. Balakrishna Renake, Ex Chairman, National Commission for Denotified Nomadic & Seminomadic Tribes, demanded the union government, to provide DNTs, an opportunity to survive with dignity. He expressed his gratitude towards union government, that the government at least appointed a working group in "National Advisory Council" to study the denotified nomadic tribes.
Deekonda NarsingaRao, AP DNT leader and activist on Human Rights, said that if this commission's recommendations implemented more than the fourty communities of Andhrapradesh, like Medari, Gangireddula, Budabudakala, Oddari, Vamsharaj, Katikapala, Veerabhadriya, Balasantu, Bahurupi, Dommara, Dasari, etc will be benefitted a lot like SCs and STs. Denotified and Nomadic Tribes of India
“Fifteen crore people of our community belongs to denotified nomadic tribes have been suffering for the past 60 years. They are not getting the benefits of development. After neglect for so many years, the Renake Commission constituted for uplift of the community recommended various measures for its welfare such as a separate budget and reservation in services and education. They urge the Government to implement the report without any further delay”.
The communities designated as Denotified Tribes (DNT) and Nomadic Tribes (NT) of India were identified as "Criminal Tribes" (which included both castes as well as tribes) in pre-independence India. Though the Criminal Tribes Act, 1871 was annulled soon after independence, the police, as well as members of the public, frequently and most regrettably continue to treat persons belonging to these communities as "born criminals" and "habitual criminals". They, therefore, remain amongst the most discriminated and disadvantaged groups in the country.
Acting on a petition filed by eminent activist and author, Smt. Mahasvetadevi, President, Denotified & Nomadic Tribals Rights Action Group in May, 1998, the Commission convened a meeting of the Chief Secretaries and senior officers of the concerned States on 15 February, 2000 to deal the matter.
The recommendations included that a retired senior police officer of high reputation may be appointed in every state to watch the cases of atrocities against DNTs. The National Police Academy and other institutions imparting training to police officers be advised to reorient their syllabi and Habitual Offenders Act be repealed. The States were asked to report the action taken on the recommendations made. These included proper enumeration providing education, employment and other infrastructural facilities to them, and work out action plans for DNTs. The matter has been taken up with the State Governments, and is being pursued by the Commission.
The Government of India vide Resolution No. dated 14th march, 2005 Constituted “National Commission for De-notified, Nomadic and Semi Nomadic tribes” to study various developmental aspects of these Tribes. The Government of India also appointed the Chairman (Shri. Balakrishna Sidram Renake), a Member (Shri Laxmanbhai Kalidas Patni) and the Member Secretary (Shri Lakshmi Chand, IAS) of this commission vide Government notification F. No. 12016/24/2005 dated the 6th February, 2006. The Commission assumed its functioning w.e.f. 6th February, 2006.
This Commission (NCDNSNT) was appointed to study on the following Terms of Reference: 1) To specify the economic interventions required for raising the living standards of Denotified, Nomadic and Semi Nomadic Tribes by asset creation and self-employment opportunities; 2) To recommend measures to utilize the existing channeling agencies set up for the economic development of SC/STs and OBCs for extending an economic development package to these groups, keeping in view their specific requirements; 3) To identify programmes required for their education, development and health; and 4) To make any other connected or incidental recommendation, that the Commission deems necessary.
The National Commission for Denotified, Nomadic Tribes, has already been submitted it's final report to the Prime Minsiter of India and to the Ministry of Social Justice & Empowerment, New Delhi on 2.7.2008. The major recommendations of the Commission are: 1) Separate reservations for DNTs in education, employmentation, politics and all spheres of socio economic life, as available to SCs and STs. 2) Special care in Education, Health, Housing, Self Emplymentation, etc. 3) Permanent Commission for Denotified Nomadic Tribes in the line of SCs and STs. 4) Early implementation of seventy six recommendations for empowerment of DNTs.
In India the Andhra Pradesh state government has been recognized the following Communities under backward classes list under group-A as DNTs: 1.
